While the economy of Germany as an export nation is being ruined, the German Bundestag, in its last plenary session before the end of the legislative period, imposed an enormous debt burden on the population.[1] On March 18, 2025, after a controversial debate, parliament decided to amend the Basic Law and approve borrowing of around one trillion euros, coded as “special funds” and “suspension of the debt brake”.

Unprecedented armament

This required a two-thirds majority, which would no longer have existed in the new Bundestag. The haste with which the supporters of these “war loans” came to an agreement within a few days can be seen as a bad omen for the future. A special fund of 500 billion euros was agreed for investments in the ailing infrastructure and to achieve climate neutrality by 2045.[2] The Basic Law had to be amended for this[3].

This astronomical sum is supposedly earmarked primarily for the transport and energy network, educational facilities, hospitals, digitalization and the expansion and operation of schools and kindergartens. However, the fact that the roads and bridges from west to east are also to be made “tank-proof” for the passage of heavy military equipment[4] is being concealed.

Furthermore, it was decided that military spending would no longer be limited by the debt brake previously enshrined in the Basic Law,[5] which stipulated that income and expenditure in the Federal Republic’s budget must be balanced without borrowing. In future, unlimited spending on preparations for war will therefore be possible. This is a monstrosity, because the population will have to pay for it; there is now talk of over 500 billion euros.[6] But if you ask someone on the street, you will get the answer: “It will probably be necessary, the Russians want to attack us.” War cries everywhere, it’s enough to make you cry.

Chancellor-designate Friedrich Merz, who had promised during the election campaign that the debt brake enshrined in the Basic Law would be adhered to and has now broken his promise, gave a vicious anti-Russian speech before the vote in which he claimed, contrary to fact, that Russia was already at war with Germany: “It is a war against our country that is taking place every day, with attacks on our data networks, with the destruction of supply lines, with arson attacks, with contract killings…”[7] Boris Pistorius, still Minister of Defense and known for his warmongering outbursts, warned, ”We must not lose any time… Those who dither today, those who do not dare today… are denying reality. “[8]

The co-chair of the BSW, Sahra Wagenknecht, received little applause when she reproached the proponents of “war loans”: “In the past, the Federal Republic was an economic policy giant that kept a low profile in foreign policy and therefore enjoyed an international reputation. Today, Germany is on its way to becoming an economic dwarf, and the politicians responsible for this are compensating for their incompetence with foreign policy grandstanding and an unprecedented arms build-up.”[9] 512 MPs from the SPD, CDU/CSU and Alliance 90/The Greens voted in favor of the debt package, while 206 from the other parties voted against.

A fabricated threat scenario

The fact that these ludicrous billions are being made available for the military is repeatedly justified by Russia’s alleged imperialist goals. The Baltic states and Poland are alleged to be under threat, as is the whole of Western Europe.[10] Russia is preparing to attack NATO following its “brutal war of aggression against Ukraine in violation of international law”. Alongside Friedrich Merz and Lars Klingbeil, politicians such as Johann Wadephul (CDU), Roderich Kiesewetter (CDU), Marie-Agnes Strack-Zimmermann (FDP) and Anton Hofreiter (Bündnis 90/Die Grünen) are at the forefront, as are other politicians trained as global leaders at the Yale World Fellows Program in the US, such as the Russophobic Lithuanian President Dalia Grybauskaité, who warns of the danger of a Russian invasion like a prayer wheel[11].

There is no evidence whatsoever for these claims. It is pure propaganda that is used to construct a threat scenario, supported by statements from so-called experts and ideologically appropriated scientists who talk the talk on news programs and talk shows.

The war is to be continued down to the last Ukrainian in order to further weaken Russia. The President of the Federal Intelligence Service, Bruno Kahl, reaffirmed the threat lie on March 8, 2025: “An early end to the war in Ukraine will enable the Russians to use their energy where they actually want it, namely against Europe.”[12] There is no end to the agitation.

It is clear that Germany is being prepared for war by unscrupulous politicians and the military. In 2023, an “Operational Plan Germany” was drawn up, the introduction to which reads: Not only since Russia’s invasion of Ukraine in violation of international law and the Federal Chancellor’s watershed speech has national and alliance defense once again become the focus of the Bundeswehr. The training of soldiers, their equipment and their mindset are changing. But how is Germany’s military defence organized as part of the overall defence of our country?”[13] It is already assumed here that a ‘Russian invasion’ of Ukraine in violation of international law has taken place without taking into account the specific circumstances. This needs to be done briefly.

The UN Charter grants a right to self-defense

Russia had based its action on the Charter of the United Nations, Article 51 of which states: “Nothing in the present Charter shall prejudice the inherent right of individual or collective self-defense in the event of armed aggression against a Member of the United Nations until the Security Council has taken measures necessary to maintain international peace and security. Measures taken by a Member in the exercise of this right of self-defense shall be immediately reported to the Security Council and shall in no way affect its authority and duty under this Charter to take at any time such measures as it deems necessary to maintain or restore international peace and security.”

The UN Charter therefore grants a right to self-defense in the form of self-defense and emergency aid in the event of an armed attack, and Russia invoked emergency aid (collective self-defense) when it invaded on 24 February 2022 following a major offensive by Kiev Ukraine against the Donetsk and Luhansk People’s Republics, which had seceded after the 2014 coup. The UN Security Council was informed accordingly, as required by Article 51 of the Charter[14].

Vladimir Putin addressed the nation on the reasons for his actions in a speech and gave this speech to the United Nations together with the notification of the military operation. However, the UN General Assembly strongly disapproved of the invasion on March 2, 2022 and decided with five votes against (Belarus, Eritrea, North Korea, Russia, Syria) that Russia must end its hostilities and withdraw from Ukraine[15].

It can be assumed that not all the facts and developments in Ukraine were taken into account at the UN General Assembly, which was regularly dominated by the US and its vassals. Furthermore, the United Nations itself has not succeeded in enforcing its charter against NATO states, which have blatantly violated it on several occasions. Vladimir Putin then commented critically on this at a plenary session of the Eastern Economic Forum in Vladivostok on September 7, 2022[16].

The US has set fire to Russia’s doorstep

Of crucial importance in the Ukraine conflict is the fact that the Donetsk and Luhansk oblasts originally only demanded more autonomy and wanted to remain part of Ukraine. However, the then President Petro Poroshenko, a puppet of the US under Biden, sent tanks and artillery into the Donbass, in other words he wanted to resolve an internal conflict by military means. In the ensuing civil war, the People’s Republics were supported by Russia, while Kiev’s Ukraine was massively armed for the proxy war against Russia in deliberate violation of the Minsk peace agreements. Russia had been lied to.

The civil war culminated in mid-February 2022, threatening genocide against the Russian-speaking population in eastern Ukraine, where more than 13,000 people had already been killed by the beginning of 2021,[17] around one million had been forced to flee and towns and villages had been destroyed. In addition to the threat to its own country, intervention was therefore necessary from Russia’s perspective.

But the question that needs to be answered is: could Russia really invoke Article 51 of the UN Charter when it invaded Ukraine? If you read Article 51 carefully, this is not the case. Although Russia, as a member of the United Nations, is entitled to direct self-defense in the form of self-defense, there was no military attack on Russian territory in February 2022 (the Donetsk and Luhansk People’s Republics did not join the Russian Federation until later). Self-defense in the form of self-defense was therefore out of the question, but neither was emergency aid because the two People’s Republics were not members of the United Nations.

However, the US, using Kiev Ukraine, had set fire to Russia’s doorstep and equipped the Ukrainian army with state-of-the-art weapons. In addition, Zelenskyi had threatened to acquire nuclear weapons,[18] and the US had rejected Russia’s legitimate demand for security guarantees. The question that ultimately boils down to is whether a country is allowed to respond militarily to an imminent threat even though it has not yet been attacked militarily. To put it simply: is someone allowed to use force against a criminal who rattles at their door?

The Kiev government is currently taking inhumane action against the civilian population in the Donetsk and Luhansk People’s Republics with artillery and tanks, killing thousands of people, which constitutes genocide. This is clear, Section 6 of the International Criminal Code reads: “Whoever, with intent to destroy a national, racial, religious or ethnic group as such in whole or in part, kills a member of the group, causes serious bodily or mental harm to a member of the group, in particular of the kind specified in Section 226 of the Criminal Code, places the group in living conditions which are likely to bring about its physical destruction in whole or in part … shall be punished with life imprisonment.”[19]

Russia’s Responsibility to Protect (RtoP) and the prevention of the Istanbul Treaty

Taking this into account, it should have been examined whether Russia could invoke its Responsibility to Protect (RtoP)[20] for the Russian-speaking population in eastern Ukraine, a generally recognized requirement under international law to prevent serious human rights violations. [21] Instead, the mendacious policy of aggression and sanctions against Russia, which was contrary to international law and initiated by the US administrations under Obama and Biden, was taken to extremes and propagandistically fueled by Western politicians and their systemic media to the detriment of their countries.

A ceasefire almost came about shortly after the Russian invasion. A communiqué presented by the Ukrainian delegation in Istanbul on March 29, 2022 contained the following wording: “Ukraine declares itself a neutral state and promises to remain non-aligned … and not to host any foreign military bases or troop contingents.”[22] In return, the Russians promised to withdraw from the conquered territories.[23]

These agreements, which would have led to a peace treaty, were prevented by British Prime Minister Boris Johnson because Russia was to be further weakened. In agreement with Joseph Biden, Johnson traveled to Kiev on April 9, 2022 and convinced Zelensky with false promises that Kiev Ukraine could win the war against Russia with the help of the NATO states.[24] As a result, Zelensky refused to sign the peace agreement, which cost the lives of hundreds of thousands of soldiers on both sides, as well as destroying living spaces and squandering billions. In addition to war-mongering politicians, unscrupulous journalists with an affinity for the US were responsible for this.

So much for the facts underlying the Ukraine crisis and the actions of the Western alliance against Russia. But despite everything, there is to be war by 2029 or 2030 at the latest, as Ursula von der Leyen and Boris Pistorius, among others, have announced. The Bundeswehr should prepare for this, and we can only hope that this spreading suicidal war euphoria, which is reminiscent of 1914, will give way to disillusionment as soon as possible. But that is not yet the case.

Operational plan Germany

In contrast to the peace efforts of Donald Trump and Vladimir Putin, Brussels is still calling loudly for war,[25] and the Germans are already ready for the final victory over Russia. A “Green Paper ZMZ 4.0” published by the military, ministry officials and intelligence services in January 2025 contains descriptions of the situation and instructions for action for “civil-military cooperation in the event of a military crisis”, in other words: war[26].

It is deeply disturbing that even the foreword refers to an “increased security threat from Russia” after the “security policy strategy of pacifying Russia through close economic ties” proved to be a mistake. The fact that the Collective West is the aggressor with its strategy of escalation, destabilization and militarization is turned on its head from the outset with incredible arrogance. It seems as if the authors of this paper believe what they are presenting to the public – and that is the big problem, because they, like the vast majority of the population, are probably not open to arguments.

This war rhetoric fits in with a more than 40-page long “cold-start file” of the Bundeswehr,[27] in which soldiers are called upon to make provisions for their possible death. “Cold-start capability” means being able to react quickly ‘and unencumbered by unanswered questions’ after a sudden alert and being ready for deployment. “Put yourself in the following situation,” it says. “An attack by a hostile force on an ally is imminent. Be prepared to report to your unit in the staging area 600 kilometers away within 48 hours.”

In order to be able to go into a war deployment “unencumbered” in such a situation, from which you may not return, some important questions should be clarified in advance, for which there are checklists: Is there a will? Who can relatives contact if you are deployed? What financial arrangements need to be made? Who has access to personal digital accounts and networks?” What will happen to the children, the dog or the parents in need of care?

The war euphoria is taking on unimagined proportions and the war is getting closer and closer. The Minister of Defense wants the Germans to be “ready for war”[28] by 2029, because he believes that Russia will then attack Western Europe. So a lot of things still need to be settled, preferably in a timely manner. But the German population is demonstrating for more climate protection, higher wages, against the AFD and for democracy together with politicians who are currently abolishing it. Who knows, maybe the children, the dog and the parents in need of care will find shelter in one of the air raid shelters that the Foreign Minister is campaigning for to be built across the country.

Joseph Biden wanted war

Once again, the question arises as to whether we are now being taken over by real madness or rather by unleashed capital interests. Could Russia really intend to attack Germany and Western Europe? And what sense would that make? What could Russia want in Western Europe? There are neither raw materials nor strategic advantages. But what does the Western alliance want? For a long time now, the aim has been to ruin Russia first and then to take it over economically and strategically.

Joseph Biden, who has been responsible for all the conflicts and wars of recent decades, boasted in a speech at the Harvard Kennedy School in Cambridge, Massachusetts, on October 2, 2014: “We have given Putin a simple choice:Respect Ukraine’s sovereignty, or you will face increasing consequences. By doing so, we were able to get the largest developed states in the world to impose real costs on Russia. It’s true that they [the EU] didn’t want to do that. But again, it was America’s leadership and the fact that the president of the United States insisted, indeed had to embarrass Europe many times, to force it to get its act together and take economic disadvantages in order to be able to impose costs [on Russia]. And the consequences were a massive flight of capital from Russia, a veritable freeze on foreign direct investment, the rouble at a historic low against the dollar and the Russian economy on the brink of recession.”[29]

Since assuming the presidency in 2021, Biden has accelerated this mendacious, inhumane approach by fueling the staged civil war in eastern Ukraine. It is both paradoxical and tragic that the states of the European Union want to continue the policy of aggression and sanctions imposed on them by the US administrations under Obama and Biden[30] on their own, now that President Donald Trump is seeking peace and understanding with Russia.

Russia is to be defeated at all costs, as can be heard from the German Bellicists, who continue to follow the instructions of the US neocons. Allegedly, Russia intends to attack the Baltic states, Poland and then Germany and the whole of Western Europe if it takes over Ukraine, but there is no evidence of this. Great Britain and the Grand Nation are currently competing for the leading role in Europe as long as Friedrich Merz is not yet fit to govern. But Russia cannot be defeated. That is not possible at all, because Russia is a nuclear power. If its existence were at stake, it would use nuclear weapons. And that would be the end of the current civilization.

Russia wants reconciliation and peace

Russia wanted peace and tranquillity for the further development of the country, as President Vladimir Putin declared back in 2001 in his memorable speech in the German Bundestag. Just like Gorbachev’s vision of a “common European house”, Putin’s offer of cooperation and an economic area from Vladivostok to Lisbon was blocked by the US. Even later, up to the present day, Putin has repeatedly stated that Russia will defend itself but will not attack anyone.

In an interview with the US broadcaster CBS, which has since been deleted from YouTube, Putin said on September 29, 2015: “We have no obsession that Russia must be a superpower.” And at the end of March 2024, Vladimir Putin once again clearly refuted speculation that Russia wanted to attack European countries. This is “utter nonsense”, he said, they are frightening their populations of a possible ‘Russian threat’ while they themselves are spreading their dictates throughout the world.” The population is being frightened “in order to get money out of it ” and to cover up their own poor economy[31].

In his interview with US journalist Tucker Carlson on February 9, 2024, Putin also emphasized: “We will not attack anyone.” And on the invasion of Ukraine, he explained: “When did the developments in Ukraine begin? Since the coup d’état and the start of hostilities in Donbass, that’s when they began. And we are protecting our people, ourselves, our homeland and our future.”[32]

These statements are not heard because they do not fit in with the preparations for war. After the German Bundestag passed the insane debt package on March 18, 2025, the German population is now facing a huge bloodletting – apart from the acute threat of war. In contrast, the US and Russia will in all likelihood do good business, while EU Europe, especially the UK and Germany, will continue to engage in war rhetoric and become increasingly marginalized. It looks as if the psychopaths and influencers of big capital who are currently in power are really plunging their populations into misery. It is to be hoped that the people who have been lied to and deceived will come to their senses in time.
